Submitting a Proposal to Governor Koichi Shiota and Advancing Long-Term Collaboration Across Entertainment, Education, and Space-Real-Estate


Kai Sugihara and Kiara Kawaguchi made an official visit to the Kagoshima Prefectural Government and had the opportunity to meet with Governor Koichi Shiota.

Kagoshima is widely recognized as one of Japan’s core space regions—anchored by major space infrastructure including the Tanegashima Space Center, alongside surrounding industrial assets, talent, and cultural resources. For Bedrock Space, Kagoshima stands as a strategic long-term partner in translating our vision—“Turning Space into Culture”—into real-world regional implementation and sustainable industry creation.

During the visit, Kai Sugihara and Kiara Kawaguchi submitted a proposal outlining a mid-to-long-term development plan based in Kagoshima, and held discussions toward building a long-term partnership with the prefecture. The proposal focuses on three key domains:

1) Entertainment (Space × Culture)

Concepts including rocket-launch–anchored music festivals, space-integrated cultural events, and immersive space-experience content designed for both domestic and global visitors—aimed at establishing “space as an enjoyable culture.”

2) Education (Space × Inquiry Learning)

Plans such as a Kagoshima-based “space school” initiative, space career and STEM programs for local students, and space × art × inquiry learning content—designed to cultivate the next generation and scale outward from Kagoshima.

3) Real Estate & Urban Development (Space Culture City Concept)

Ideas including space-themed hotels, space observation and space art hubs, and long-stay creative facilities—integrating tourism, economy, and culture into a cohesive “space culture city” model.

In the meeting, both sides reaffirmed Kagoshima’s strong potential in the space sector and exchanged views on collaboration that connects region, youth, culture, and space. Bedrock Space will continue dialogue with Kagoshima and accelerate regional initiatives built around space, culture, and education—aiming to shape a globally visible model of Japan-origin “space-as-culture” development.
